Majlis Energy is a financing and projects development company with a unique strategy: secure investors’ funds and guarantee a maximum return of investment by placing our people at key positions within the companies we fund, at board, executive and project and operation management levels.

Our Team

Francis has more than 15 years of business development experience. During this time, he has built up a network of clients and investors throughout the Gulf Cooperation Council countries, Europe, North America and Emerging Markets.

He was chief financial officer and a director of Ssafen plc and Lucky Minerals Inc and a principal at Industry Capital LLC, where he developed its energy platform, focusing on Oil & Gas and power in North America and the emerging markets. The firm used a bottom-up approach, ensuring funding structures correlated with opportunities and utilising their portfolio companies Vflare and Vfuels to develop projects.

Francis has a BA from King’s College London.

Badalocchi leads a technology based consulting firm headquartered in London with a focus on energy, hydrocarbons, chemical and clean fuels providing technical consulting in the early stage of project development.

In his 15+ years career in the energy industry, Mr Badalocchi has gained extensive expertise in areas that include engineering, project management and business development in the gas processing, chemical and energy market.

He has held a variety of positions in the industry ranging from process technology, marketing and sales, finance, operations and general management with assignments in Europe, Asia and North America.

27 years proven success leading oil & gas projects and operations for well-reputed organisations. Methodical and result-oriented professional with extensive hands-on experience in projects worldwide within oil and gas industry.

Main positions include GM at Petrofac Nigeria and EWT, Operations Manager for Technip, COO at Winex Petroleum Nigeria or Project Management Consultant for Total, Dragon Oil, Danagas and KCADeutag.

Wouter has done research on the effects of using 3D-printing technology on the real estate industry, and how petrol stations and companies are preparing for the increasing use of electrical driven vehicles.

Wouter studied Business and Management at Queen Mary, University of London.

Ricardo is an Oil & Energy professional with more than 30 years of consistent history originating business opportunities and enabling transactional success. Mr. Jimenez started in the industry along the hands of ExxonMobil, acting initially as a Share Service Project Manager, moving on as Contracts & Services Supervisor and finishing as a Regional Financial Planner.

Mr. Jimenez has also done extensive consultative work, both privately and publicly through multilateral organizations like CAF and IDB and was a University Graduate School Professor for 6 years in Corporate Finance and Investments. Mr. Jimenez holds a B.Sc. in Biomedical Engineering from Marquette University and two Masters degrees, including an MBA from the University of Denver and a Masters of Science in Information Technology. He also has a specialization in Finance and a Diplomat in Hydrocarbons Management among other professional certifications.

Majlis Energy Ltd has entered into a Memorandum of Understanding with Buchanan Ventures Ltd, an American based company to jointly develop the investment for the Church Point Refinery.

The facility, located in Louisiana (USA) will treat 120,000 bpd after the revamping works.
Francis Akpata, Majlis CEO, said: “This partnership consolidates our presence in North America and our interest on downstream operations. We have already involved investors for this opportunity, and we look forward to our collaboration with Buchanan Ventures”.

Majlis will work on per-FEED analysis, technical consulting as well as on investment and project financing structure setup. 

Press release on Church Point

Majlis Energy Ltd has entered into a Joint-Venture Agreement with the Nigerian Stream Gas (Stream Exploration and Production Ltd) for financing and strategic support to develop the O’Tec CNG Plant project.

Nigeria will experience a shift as most of the world economies are aiming to end of diesel and petrol in the next 35 years. To drive this shift, the company is investing in gas infrastructures as a clean energy source for the future. O’Tec project is focused on developing gas compression infrastructures and CNG stations to serve the Lagos districts, connecting the gas-filled (E&P) to the capillary gas distribution (gas stations).

“We are proud to be part of the challenging project”, Mr. Francis Apkata, CEO of Majlis Energy Ltd said. “Majlis Energy is investing in project development for the energy infrastructures, providing strategic and financial support and working closely with client’s executives. The JV with Stream Gas is part of this process and we are extremely interested in contributing to Nigeria and Sub-Saharan energy programs.”
